so to further add, the 6th october incident wasnt new. it was a repeated offence since the 2008 ceasefire. look at the statistics below and you will understand it.

and the one time they fought back in 7 october and the world talks about it.

Palestinians see the two regions as both Palestine, and actions against one are actions against the other. Israel deals with the two regions as distinct, and it was in a cease fire with Gaza, so it doesn't see it's continued hostilities towards the West Bank as being relevant.

There is always a framing one can choose that puts you in a strategic advantage. And Israel is expert at this.
