If BTC fork occurs and original BTC is lower market cap, can they sell original BTC after 5 years even though the bill also states you can't sell original btc for 20 years?

Unfortunately, I saw this after speaking with the Congressman. But having read the bill, my understanding is that they would not be able to sell the higher value bitcoin no matter what for 20 years.
