Just zapped someone from strike on Damus to see if I could. The answer is yes. This means you can zap USD to sats without any legal taxable events.

So with Strike you can deposit dollars. Leave them dollars and send BTC either on chain or lightning ⚡️

Since you never bought BTC you never sold it either.

Note this means not taxable to the sender. But good luck to the IRS on the other side of a 3 cent lightning transaction anyway
