Hashcash is either too cheap to stop bots, or too expensive to pass using mobile devices. Tie it to an IP and you just incentivize bots to use a lot of IPs. Not sure there's any winning here

OTOH you could have people pay sats per request. This requires a lot of extra work, but now "being DoS'd" is the same as "making money"
