What do you mean by decay here?
I think he means the fact that some coins are lost forever due to user error(forgetting seed words etc)
Hmm maybe. If so, Satoshi definitely did consider that
“Lost coins only make the remaining ones more valuable. Think of it as a donation to everyone” (more or less)
