What kind of radio are you talking about? Here in USA my car can receive & play FM or AM radio. To broadcast in those bands is supposed to require a special licence.

But I also have a handheld radio (CB) I keep in the car along with other emergency equipment.

Do all of these require licenses for you?

And even if they do, assuming you can get the equipment you can listen to any of these frequencies without broadcasting your location

Receiving and listening is allowed.

But broadcasting is not.

Don't you have local privet radios run by individuals without permit?

Different people run unlicensed "pirate" radio stations but the authorities shut them down if they can

There's ham (amateur) radio but it's a separate network from FM/AM/CB

I checked and it's licensed, although it's only $40 (~5 hours of menial labor, 1-2 hours of skilled labor)

In similar cases in Iran, if it ever exist, they shut the person down as well as his radio.

Recently the police broke into an appartment to stop a simple harmless instargram livestream, arrested the person.

You can search and see it if you want.

I saw video a while back of women refusing to cover their heads, supposedly in Iran. Is mass public action possible? How strong is support for the regime among common people? Are they enthusiastic or resigned?

Most people are afraid or numb. We call them gray masses.

Regime supporters are minority but they have all the money and power so they seem and sound like they are majority and have the upper hand.

I've posted links from some reliable sources if you are interested to follow the news.

I don't have any special interest in Iran beyond chatting with you
