dumb as in implementation

they are just a photodiode and a LED/laser, maybe with a DSP chip for the very long distance + 100Gbps with no MPO ones

Coherent optics are a bit more interesting with the DSP functionality they have built in but yeah most of the common regular SFPs are pretty simple.

The very-high-range modules also would have some amount of processing, I would assume
