So, am I reading it correctly that time correlation based id is possible. And no message content should be leaking via the notifications.
I'd be ok (with an option) to turn the notifications off completely. When not using Signal for calling, there is no need for it. And in critical cases one can imagine this would be the prefered mode.
That said I'm using Molly and no google services/store anyways. Not sure if it helps with the notification problem though.
