Actually my thought aligns with that thought at least during the latest decade. Because i had experienced not only javascript ecosystem transformation over past 10years described in that article but also the prosperity and destruction of 2000's flash and "proprietary html" on mobile phone before smartphone and so on.

On the other hand, (though a leap beyond the point of the article), there is also a past history that the way to break the silo and pile of bureaucracy and legal regulations was to reset historically through war.
I think the key distinction is whether it is decentralized or not.
