Corruption is a symptom of a government that is too big and has too much power.

This is why government needs to be small enough such that you need minimal interaction with it to do things like start a business, make minor property improvements, etc.

Otherwise when these laws are imposed *especially* in developing countries, the bureaucrats become empowered with literal life-and-death decisions over people's lives.
