#DebtRefill As old bonds mature (reach the end of their term), the government may need to borrow more money to pay back the bondholders. It does this by issuing new bonds.

This process of issuing new bonds to pay off old ones is called "debt refill" or "rollover." Essentially, it's like refinancing a mortgage. The government keeps borrowing to cover its ongoing expenses and debt obligations.
