Does anyone have experience with buying refurbished laptops? My trusty 2013 hp laptop finally bit the dust, and on a limited budget refurbished is looking like the best route

I got one from newegg with good results. Just be sure to zero out the HDD and ssd with 0 and 1, then flash the firmware to factory settings. You should be good to go after that. Its best to eliminate any chances that there may be malware left behind by the previous owner.
