It could be the opposite so by default x sats and whitelisted (or people followed by me) can do that for free
A dedicated hater would just open a new account to annoy you tho. It takes 2 seconds to make an alt.

And then for the toughest players a gradual payment so the first response 21 sats and then the second one 42 etc. (there could be capping though)
