Is a NOSTR hand-picked content vault archive similar to a relay concept?

Can I access curated content from selected peers and integrate it into my own archive? For example, if NVK has a hand-picked Bitcoin security content archive, can I access it?

Such archives offer high-quality, well-classified data that is distributed, accessible, and permanent. This allows users to tap into trusted sources for valuable information and seamlessly incorporate it into their own collections.
