Agree, you should not need to include some random hashtags to receive visibility, I don't see why you could not make a recommendation engine. We are building a recommendation engine for our platform right now
Recommended users/content is trash on nostr tbh. Trending/most zapped ditto trash for recommendations and discovery. I think some sort of connection with Listr and hashtags would be useful (you'd obviously have to minus mentions of hashtags like #bitcoin #plebchain #zapathon lol). Things like 'appear on same list..' and 'uses the #progstr hashtags' for eg lol, would be way better.
