Didn’t Govt also fund/create things like Linux, PGP, OpenSSL, SHA-256, Onion Routing?.. not that I’m on their side, just saying

It's what I thought as well. But most likely some nerds in the military did it anyways...
Nerds brought almost everything from calculus to atomic energy. It's important to remind that even when the govt funded the development of tech we use today and take as granted, the govt itself cannot create anything, only individuals can. The govt is not necessary for creation, individuals are.
