A 6102 type order is not impossible imo, they are not likely to go after individual (self custody) but there are easier solution.

Central exchanges can be permitted to send bitcoin to individuals users. Those bitcoin can be seized (or bought up by fed). Same goes for etf, all that has to be done is set a (low) exchange rate.

Just like they did with the 6102 order..
