Order of blocks and txid denotes first in the case of multiple for same name. We'll define it as a layer 2 and formulate both a BIP and NIP around it, and it'll spend months behind the gatekeepers of BIP approval as "not in the spirit of bitcoin" and there will be a mad rush to fill blocks with op_returns registering to generated pubkeys for sale. /sarcasm
