Who controls Bitcoin?

A friend recently told me the reason they don't ALL IN HODL bitcoin is because they are worried that 10 Devs control the protocol "I don't wanna trust 10 devs with all my wealth" they said.

I corrected them (it's a pretty common mistake)

So who really controls bitcoin?
