The ol’ fav of RC enthusiasts for decades:

A long, long string attached to a tennis ball / baseball. Get the line looped over the general branch area, then one person on each end take turns see-sawing the branches until it falls out.

If the drone has the capability, running the props in reverse to try to unhook them can sometimes help.

A local arborist company who has a skilled climber on staff. I’ve done cat rescues on spurs before. 23m? Most bucket trucks have a 65’ reach if you can get a bucket truck to the base of the tree. Either scenario will likely be $225-255/hr for two men and a means of getting there and back to their shop.

That's more than the drone cost.

If you have a traditional bow and some microfilament line you might be able to run a larger cord up near it with that and shake it loose.
