All the hullabaloo around this bill is hyperbole. The bill directs the government to identify applications that may pose a security risk and restrict them from government devices. It's within the government's purview to regulate what software runs on government devices. Reading the text of the bill, it also seems to apply to hardware, which is wise.
And where does it say that? I don't see anything in there limiting this to government devices.
