If you don't follow a person you shouldn't see their stuff, unless they are doing reply-spam.
To solve that clients should opt to only fetch replies from a set of restricted relays.

You might think you don’t have a problem on Damus, but search #child and you will see that you indeed have a problem!!!! NOSTR cannot tolerate this. Or at least the leadership cannot condone this
