My development testing device (Google Pixel) just rang during the German annual test of the emergency alert system.

No SIM card, Wifi disabled. 🫠

Store your secrets physical and offline (that means on a device WITHOUT networking capabilities / hardware!)

Install GrapheneOS on it and you can disable that feature completely

I had a WiFi connection and no SIM on my GrapheneOS device. Same, I got the alert. I have no idea how I should disable the GSM connection completely.
