Idk where y'all are at but HAM operators are allowed to build towers for their own use. A benefit to having the license.

In regards to the interference, I would bring it up to your neighbor, assuming he isn't a twat he should modify his setup to prevent the interference. As is good ethics and if I remember correctly his hobby shouldn't negatively affect others.

Oh for sure he’s definitely allowed to do whatever. He has 4 other antennas. But this one is new.

A large cable from inside the house connects to the little box.

Probably has the wattage turned up higher than he needs when he transmits and this is causing signal to bleed over.
