As I repeatedly say, I am against any relay-level "features" because I believe those put the whole network at risk, first of all relay owners. But this one measure would seem reasonable, from the safety point of view.

I don't think any human user needs to be able to post more than, say, 2 notes per minute.

The problem perhaps is, if I understand the tech correctly, notes != events.

I can like or quote notes, or change something that generates an event that's published on the relays, more than twice a minute.

And we can be sure if a "whatever kind" rate limit is set, spammers would simply use another kind.

But still, I think it's a good way to mitigate.

Rate limit kind 0, and kind 1 notes for sure. But other kinds might be used for other processes that might have problems with rate limits.

Correct. That's what I'm saying. If you set a limit that prevents a spammer like ReplyGuy from sending replies (note), he can still clog the relays by spamming likes, or quotes, or any other event that is written onto the relays.
