According to the United States Constitution (Article II, Section 2, Clause 2), the President has the primary authority to negotiate treaties with other countries. However, the Constitution also requires that treaties be ratified by the Senate through a two-thirds majority vote.
Not likely to be ratified with this congress or the next.
