always after a shower and scrubbing my feet
i clip top first, then use a veil (idk the English word for it) to soften and shape them from the sides, then "seal" the top of my nails by veiling them toward one side

When they get too long I go outside and clip em. If it's too cold I do it over a trash can. 🤣
