Russia has released the list of delegates who will meet with the Ukrainians tomorrow in Istanbul, Turkey. No ministers will be present, which means that everything discussed will have to be sent back to Moscow, and any decisions will need prior approval from the Kremlin. Zelensky’s proposal to meet personally with Putin in Turkey aimed precisely to avoid this, speeding up the decision-making process. However, with Putin absent, all signs point to a slow and bureaucratic meeting.
