Is there a way with either lightning or ecash for a user to pay a qr code and then it is distributed to multiple people like keysend works on podcasting2.0? Bonus if the group of people is changeable.

Idk how the cyberherd works
You can demo using the Split Payments and Pay Links extensions at https://demo.lnbits.com/ extension to do what you want. For production use your own LNBits install.
Also, if you want a more permanent solution without doing your own Lightning server / LNbits install let me now and I can set up an account on my install at https://lnb.bolverker.com . If needed we could do a quick video chat and you'd be good to go in minutes.

If I remember correctly you host it and it has a public facing lightning address and TSB does all the payment splits on the backend. It's similar to the Prism idea that was mentioned years ago.

I wrote NWC Prisms for this: https://supertestnet.github.io/nwc_prisms/
You can insert an NWC string as a funding source and then a list of recipients (enter their lightning addresses). Then you can pay the prism (1 qr code; the money actually goes to an ecash mint) and my software send a percentage of the total to each recipient (it really just tells the mint to do so, but it works unless something bad happens).
I haven't tested this very much in production and you can definitely lose money with it (e.g. if the mint rug pulls you). But consider testing it and reporting any bugs you find! (You will probably lose money during your testing.)
