I think instances can block the two way interaction, but you’re able to interact with some.

There were a bunch of pedo trannies that interacted long enough to tell me they’re blocking me, which was hilarious. Fuck them.

The instance itself can become unfederated so we can’t see our interaction with them.
When it’s federated they see our interactions with them.
Here is an interesting thought, when you post to a relay here that blocks mostr but you also post to one that does allow it
