I think we're between level 8-9 nowadays
I recall reports of children being kidnapped from parental custody by medical personnel (open theft) so at least 7.5 if not a full 8. 9 will be done slowly and indirectly so it won't even be seen as a 9 (it's already active depending on who you ask).
