Anyone can do it. NIP-01 defines the user metadata, so you just have to set the ‘name’ to a blank string, and set the ‘display_name’ from NIP-24 instead.

Most clients seem to prioritize the display name if it exists, and can “at” people using either one

This actually makes sense because then everyone puts there name in the display area anyway
