what's the best way to identify and delete dead relays?

They'll be causing errors in your client. Check your client settings, and see which relays have a red symbol next to them. Most of them will show red or green next to them if they're not connecting.
If they stay red for more than a couple of days, I assume they're dead.
I'm not too sure, tbh
