Why is 2015-2018 only 3 years when the other complete lines are 4 years?

Why does this just track the epoch cycles?
Block times were much less than 10 minutes back then due to a rapidly increasing hashrate.
So your saying that an extra years worth of blocks were mined in 3 years?
