It's a double-edged sword. You could set up a relay with spam filters, but that would inevitably lead to censorship. I don't have a good solution other than a blacklist.

You would be outsourcing your content filtering to a central authority, which is the antithesis of decentralized communication. That group would inevitably use that power to remove things they don't like as "spam".
