Doesn't this promote American manufacturing?
What do you mean how? Its an additional cost on items that are tariffed, and the consumer pays. The manufacturer doesnt even see the tariff. The importer gets hit with it, and passess the cost along. Like ALL taxes. And as for US manufacturing, if it does increase it, it will be many years. You can just open a manufacturing facility and have it up and running the next day.
