How does “a government” own Bitcoin? Whoever has access to the key owns the coin… right? Is there such a thing as zero knowledge key management?

Distributed key phrase? I could imaging a policy built around that.
I’m sure there are hardware solutions they deploy on the control plane in addition to keys at both ends of the data plane.
