The for conditions for warmongering are:

1. People over-invested with centralized power

2. Who lack emotional self-restraint

3. And basic ethical principles

4. Who are divorced from the consequences of their actions

Once these come together, there will be war.

Get rid of any of these conditions, and war is far less likely.

2 and 3 are things you can only instill in yourself. 4 is often a result of 1.

if they had to fight in it and pay for it themselves (severe consequences) it would be a lot less likely.

True, this is why the US likes proxy wars, but wars offer net benefits to the heads of states in the form of fear, propaganda, divide and conquer among your own people, a pretext for increased state power and surveillance, and ultimately, of course, you come out the other end with the state granting itself much more control.

This is why in 1984 "we've always been at war with Eurasia."

Even from a purely economic perspective, the military industrial complex is in the US. War is good for business.
