Try Nostur. It has a feature that lets you know your follow list changed and asks if you want to keep or ignore the changes

The message restore appeared , it appeared to work but after restart it dropped to 60 again
Are you missing any relays since last time your follow list was full?
I don’t think so
Usually this type of thing happens when relays are missing
If you open Nostur, does it show you the notification for the follows again ?
Try adding wss://hist.nostr.land as a relay and then visit the site hist.nosyr.land
Won't help you recover anything but I'm the future you'll be able to restore
