It's not a declaration of war. Putin has been threatening nukes for YEARS (yet it isn't a declaration either) and we've just been shuffling them around.

Putin wants war. Russia has started or been a participant in 14 wars since formation of Russian Federation. Being always the aggressor to people looking for freedom from tyranny.
