Does it have any effect? Most of the EU countries will probably vote in favour of chat control which is a disgrace.

Yes, it does. Already 4 states with 35 % of the EU population can form a blocking minority. This means that when undecided countries choose to oppose, they aim to reach the prerequisite of 35% of the population
