What’s the thing, smartest of a chimp can do that we would call smart?

A human can toddler can perhaps do better. Do we think we can communicate with them in a meaningful way? That’s with a difference of 1%

Now imagine an alien race with intelligence 1% beyond ours. How audacious is it of us to believe that we would be able to communicate with them or understand their behaviour.
