Semantics, but how do and we can be more explicit in definitions to see where we agree/disagree

The state always has a monopoly on violence and includes the government within itself along with the rest of the other institutions (justice, etc.). Hierarchy and government do not necessarily coercively impose laws

We agree that society does not require an entity with a monopoly on violence to function.
