Some polititians have a 4-year horizon to grab more money and reputation as possible, then will use their curriculum to work as employer-with-insider-friends in some private sector ponzi.
Some other are better positioned with their mafia-group and can expect to steal for more years to come, but they operates with fiat by outflowing billions $ to their mafia-groups companies...
No one has any interest in "staking bitcoin as state reserve"; only dictators have the expectation to still be on lead for the years to come and a lot freedom to operate so they can do things like make their state "staking bitcoin".
