Uhhhh. Actually only unlicensed fishing is illegal where I live and I can easily argue for fishing licenses. Most of the lakes in my state would have zero fish if it were not for stocking and that’s a fact.

That’s what free enterprise and parallel economies are for. Otherwise the state gives you the permission under the threat of incarceration or penalty for something they themselves did not create.
