“In 2008—Joe Biden’s CIA Director [William Burns], who was the CIA director for the entire war—he wrote the ‘Nyet Means Nyet’ memo to Condoleezza Rice,” Smith said.
At the time, Burns was the U.S. ambassador to Russia.
In a private cable to Secretary of State Condoleezza Rice, he made the danger crystal clear:
“This flirting with bringing Ukraine into NATO is going to end up in a war!”
According to Smith, the memo even reiterated that Russia didn’t want conflict—but that pushing NATO expansion would force their hand.
“His words exactly: if you keep pushing with this, the Russians are going to have—they are going to have to make a decision that they don't want to make.”
“Which is whether they intervene or not.”
The U.S. was warned.
