that can be bonded to a building exterior wall to create a weather resistant billboard anywhere that cannot be easily ripped off
the entire billboard along with tools to install it must fit in average size backpack
yes it can still be painted over but most people don't carry paint on them. everyone has hands they can use to tear down a paper sign.
the tech must be such that it is faster and easier to install the billboard than to remove it.
the billboard should contain some propaganda message and a QR code that leads to an internet page.
because preaching to the choir is a waste of time. we must reach out to normies and that can only be done in the physical world.

Discussion
it's not that people trust the government.
it's that people think there is a limit to how low the government can go.
people believe that politicians are greedy liars - but not rapists or murderers.
people believe government is bad - but not as bad as OTHER governments ( like those in China, Russia, Iran etc. )
unfortunately the reality is that government IS composed of rapists and murderers and it's WORSE than those of Russia, China and Iran and there is NO limit to their evil.
THAT is what people don't understand.
