Does NWC tech have the capability to allow for offline lightning?
I dont understand the "under the hood" aspects of NWC enough to know the answer to this.

No, not directly. NWC relies on nostr relays as a server drop between the payer and their custodial lightning node they may operate. Furthermore the invoices/payment requests they are paying are coming from an online node and have a timeout.
But since its signed events. cant it be executed later when everything comes back online?
