How do we get people together to draft a ballot?

Then not chess master so
I want to gsther as many people together. I think the issue is everyones stressed by rising costs, work hours, lack of sleep, & eat to much to care enough to get organized.
How to motivate besides lets pay them to. Hmmm this is tough.
