Because India has a lot of languages, English acts as a connecting language and most devs and Corporate people use English at work and are fluent in English.

So Indian language functional keyboards are not widely used. (And I have feeling that we might skip this step and directly move to voice input in Tamil/ Indian languages)

That's sooooo intriguing to me about how online communication is affecting languages.

Hope someday the primary language can also be much easier to use with computers.

Also, it's so understandable many of people in India are surprisingly good at English and that is one of the reasons...
